The Independent Windrush Commissioner, Reverend Clive Foster MBE, has asked the Home Office to provide funded, independent legal support for applicants to the Windrush Compensation Scheme.

In a statement published on 5 October 2026, the Commissioner recommended access to help before a first compensation decision and during the review process. He also published an open letter supported by survivors, lawyers and public figures.

This is a recommendation to the government. It is not an announcement that the rules or funding arrangements have already changed.
